Hello again, I have this 1931-s penny in Bu shape with what appears to be toning? The color around outside is a blueish green color on front and back of coin. Here is the question if I send it in to PCGS will they grade it or call it eviromental damage? The center of the coins is very shinny I don't believe its been cleaned. Also it is in a capital plastic holder so there is some flash reflection and the scratches are on the holder not the coin Please check out the photo's. Thanks Jim

Nice coin Bigslur. I don't know that much about toning but it is a keeper for sure.

From the photo it is very hard to tell. When you say "shiney", do you supposed it has been buffed? The blue has a different look to it but I really can't say. Take it to a dealer or a local coin show and see what they say. Better to get an opinion before risking the cost of TPG.

Sometimes if they dip a copper coin in the same dip as silver coins and it causes some metalic toning, (the silver is in the dip).
It can also be from whatever holder it was in, whatever's in the holders material gets it from edge to center and tones it like a bulseye.
It can also be natural, I found an end coin in an original 47-P roll that looks like that one same bluish metalic look with red center.
So hard to say, if you sent it to 3 different graders you might get a mix of opinions. Even back to the same one several times you might see different opinions.
It's a neat looking coin.

Sometimes heat can turn coins. Whether accidental or deliberate. I got a roll of 1955-S Coins that someone runined. Blue and yellow, green and purple seem to be the dominant colors. I believe they dip the coin onto soapy water and heat them with a candle to ruin. I see examples of toned nickels on Ebay that someone has already ruined for someone and they think (Buyer) they are getting something else. When finding sellers of such fraudlient items, remember them when they have something else to sell. Are you really getting what you want from them?
