What is the cause of incuse lines like the one under the chin and neck, also is that only a die chip on the "I" in LIBERTY?

The outline is on many different wheat Cents from that time period. Not sure what caused it, but I flet it was an over zealous cleaning around the bust. But maybe someone else will know what it is. No extra value for them though as far as I heard.
The mark on the I is a die crack with a chip forming on the ends. Later to become a break when the cracked area separates to wear more on the die. My theory is that the crack slowly get deeper into the die and more metal can move on the die making the crack/chip/break to get larger. But that's just my theory though.

No...BJ is correct.
If the tooling were on the die the exact opposite of that tooling would transfer to coins - in other words, if it's cut into the die, it's raised on the coins.
The only way lines can be incuse on the coin and have it happen in the minting process, the work would have to be done on a hub.

Thought I would post this here since I'm posting images that I would like to know an explanation for. In this one it's the absence of the designer initials. It's the first one that I've come across that I really can't visualize any part of it. Is this due to being struck through grease or just due to the poor quality of cents in the 80's? By the way it is an 88D, that I was checking for the designer initials....but it wasn't there
