199? Grease Filled?

This is a 199? (looks like a 4) is this caused from a grease filled die? The "LIB" also has a similar problem. Is this common, it looks similar to what I have seen in the 1943 cents that are missing the 4? I also noticed something just below the "O" in GOD on Lincolns hair not sure if this is anything or not, I looked at other cents and this seems to be a little different?
