Yep! sure is. What you see, on the left, is the back of the head. If you look under Coop's posts, for the title clashes, or similar, you will see a layover of the obverse/reverse, and how, as well as where the varions design elements fall. Most interesting. Sandra, check this link:

The reverse looks like a clash. The obverse image above the letter U on TRUST looks like a pair of die gouges. Both the clash and the die gouges are raised from the fields, thus making it a die issue and not damage to the coin.

The thinning is due to intentional die abrasion ("die polishing"). A weak strike does not result in the thinning of letters. You can also get thinning from accidental die abrasion which, in some instances, is evidently caused by a feeder finger scraping across the surface.

Coop, I agree, it is NOT damage. Damage can only happen post minting.
