That is definitely a DDO. There are a couple for 1989 and also 1989D. Check out 1989P-1DO-001 and 003 and see if it matches any of those. Nice finds!

Hi Bob, Thank you. I looked carefully at the 3 listed and can't seem to match up any die markers...mine seems almost void of any die scratches obviously not completely flawless but nothing I can match up.

Sure looks like the DDO #3 to me. But you may just have a different stage than what coppercoins has pictured, thus accounting for the lack of matching markers on your particular coin. You should send it in to see if it can be added as another stage!

Believe me when I say that there are a bunch more than three DDOs for this date in both the Philadelphia and Denver mint. I have identified 16 or so DDOs from the Philadelphia mint alone.
While most are minor, some like the one posted are fairly nice.

Here's a similar one:
It has a lot of die lines around the date but I don't think it matches the listed ones.
