Looks like it may have some machine doubling or ejection damage on the lower part. The bottoms of the date seems to show it a little also as you would expect for machine movement on the coin.

If it were a real RPM the upper part of the S loop would be affected also with an appearance of a south direction. I don;t see that on your coin.

These look like a rubber stamp used twice and part of the upper and lower mint mark shows through. Usually the center parts of the mint mark RPMs remain, the marks outside sometimes gets polished/worn from the die. But I don't see that on your coin. I hope this helps David.
