Tery,
This looks like a worn mintmark...probably from regular wear and tear. Some mintmarks for this year were punched very deeply, and I believe this was one of them. Because the punch was so deep into the hub, it left a higher impression on the struck coins. The subsequent wear on the highest point of the coin would wear fastest which would give you the 'filled in' impression you have on your coin.

Or the die may have broken the areas off that from the lower part of the mint mark. Kind of like a "so called" filled letter/date? When that area that forms these recessed area of a device breaks off, the die only forms the mint mark minus the corners/centers of the devices. That is why I called it a "So called" filled device.

kinda looks like a "filled" die or a chipped die whatever term you would want to use
