Since your link already has IMG you can just paste it directly in your post then it won't have the extra IMG next to it.
The tie might be removed by polishing.
Do you see any signs of clash on the coin? Maybe they were trying to remove a clash mark from it.

There are no signs of any polish marks at all. And also there are no clashes either.

A close-up of the area involved will help determine what the case is. Likely grease, (struck-thru). BTW, , welcome to the forum!

A clogged die will not show any signs except a missing part of or a missing design element. For part of the bow tie to be missing, the only possible cause is a clogged die.
If by chance this piece (of the bow tie) were to have been broken off on the working hub, which could happen, you would see many more than the one that you have found. A working hub fault produces well over a billion coins with the same anomaly since it affects every working die that was made from that faulty working hub.
In this case, Occam's Razor should apply (with all things equal, the simplest solution is best).
