Hi Carol - I have an article on the 1946-S Lincoln cent and why the 46 is inherently weak. It has to do with it being engraved into the master die that way. The more that I think about it, the more that I am convinced that the San Francisco mint was the last mint to receive their allotment of working dies. This is just a hunch right now, however, I may do more of an in depth study in the future.
