I wonder if anyone can tell me what class doubling this is? I thought at first, MD,. but not so. It seems to go 'outward from the center, as well as " around the clock". I don't remember if CW, or CCW. It could also be to the "north".

Most of that looks like real hub doubling.
Maybe it's several classes together.

Doubling that goes all over the place from letter to letter has to be class 3, design hub doubling. In other words, two different hubs featuring slightly different designs were used in the creation of the one die. It's not possible for simple hub misalignment to cause such strong doubling on certain letters and have no doubling on the letters on either side of it.
The only other thing that could cause that would be repunched letters on a die where all the letters in the design were hand punched - which I doubt in this case. My Canadian die making knowledge is a bit sparse.
