the LIB in liberty appears to be Doubled along with the 89 D and IN. Anyone heard of this Type doubling?

Without seeing at least an image it's hard to tell, but if the date and mintmark are both doubled, it's likely you have machine damage doubling. In 1989 the mintmarks were punched into the dies by hand, long after the dies were finished...hub doubling on the die would not have been present on the mintmark as well.

It looks like they tried to polish the error out and Liberty kind of looks like ILIIIBIETY. The 19 in the date is clean with signs of die polishing running between the 9 and 8. on real close examination it looks like the double image is a depressed image instead of a raised image.

That gives me a much better idea of what you're talking about. Those are actually rather common in the late 80s, and I believe the doubling comes from die fatigue/stress. This is what was explained to me when I asked the same question to John Wexler a number of years ago when I found my first one.
