Reminds me of that coin struck from a 'cancelled die' that was on ebay a while back/ That one turned out to be damage. It had raised lines too but you could see here someone had used a sharp object to move the metal as they scratched it.
I don't know for sure if your's is in that category but it seems to have a depression on one side of some of those raised lines like the coin that was in that auction. That could just be the lighting, though.

DiggityDog - I remember that coin now, and for the life of me I still don't know what caused that. I might also suggest some form of cancellation, then it was put back on the press.
