Darrell, this is a very common area on the State Quarters where die cracking and chips will occur. I have examined thousands of state quarters and have seen this many, many times. There will be no premium associated with this type of die crack/chip.

Yup, looks like two die chips. One in the initials and one at the bottom of the ribbon.
