Looks like a RPM North/West on upper serif. Looks similar to 1951D-1MM-008, but the separation/location looks different. See if anyone can see something I've missed.

I did a layover and the location was too close for me to be sure about that one way or the other. The MM looks similar but with the wear on this one would probably not show the markers pointed out on the sites photos and the 9 in the date looks different.
