Is this doubled or just thick looking due to die deterioration?

Your observation is correct. Die Deterioation. It angles outward from the center of the letter or digit. It has fooled me many a time.

Looks like an early to mid 80's coin. Back when the design was hubbed stronger. If it were for the orange rind affect I would have guessed may 1973 as the strike was a lot stronger that year.
