Are you sure this is a 46S? The mintmark looks more like one would associate with a 1940S. Anyway...could you zoom out on the pic a little bit so I could see the whole date with a little more focus? This looks like it could have some possibilities as an S/S Southeast.

Not a coin wrapper damage as it would have taken out the last two digits of the date. But definitly damage.
