Looks like a grind job to me, from what I can tell from the pic, the missing area is to symetrecal(spelling) to be a missing part of the planchet, if a piece breaks off like that it has ragged edges...........................

I hadn't considered the gun-shot aspect, but, yes it does look like it might have been shot. The obv will have a bit of an out-ward cirve, if so. If even , more likely a grinder.

I myself use buttons....
its easier to crosshair the 4 tiny holes
