Yes it is. There seem to be quite a few where that type of anomaly is noticeable of different portions of the vertical bar of the mintmark.

Unless I am misstaken that is the DELISTED 1988D-RPM-016. It is still on the site, for educational purposes, but HAS BEEN DE-LISDTED, due to it was made by a defective punch, rather than being an RPM. sorry,
